| dc.description.abstract | To θέμα της εφαρμογής ενός Γενικού Συστήματος Υγείας στην Κύπρο, απασχόλησε την Κυπριακή Δημοκρατία από το 1980 και ήταν στην επικαιρότητα σχεδόν από την ίδρυση της πολιτείας. Για την ολοκλήρωση της επιλογής, του σχεδιασμού και εισαγωγής ενός Γενικού Σχεδίου Υγείας έγιναν σχεδόν από όλες τις Κυβερνήσεις, μετακλήσεις εμπειρογνωμόνων, ζητήθηκε η βοήθεια του Παγκόσμιου Οργανισμού Υγείας (W.H.O). Το 2001 έγινε η ψήφιση της σχετικής νομοθεσίας «ο περί του Γενικού Συστήματος Υγείας Νόμος του 2001 (89(Ι)/2001)» όπου προέβλεπε την ίδρυση και την σύσταση του Οργανισμού Ασφάλισης Υγείας (ΟΑΥ), καθώς και τον διορισμό του Διοικητικού Συμβουλίου, με την τελευταία τροποποίηση του νόμου να γίνεται το 2017 και την εφαρμογή του το καλοκαίρι του 2019. Από την άλλη το National Health System του Ηνωμένου Βασιλείου, είναι ένα ζηλευτό σύστημα υγείας τόσο ως προς την εφαρμογή του όσο και ως προς τις κατευθυντήριες γραμμές και πρότυπα που εκδίδει. Το 2013 έχουν τύχει κάποιες σημαντικές μεταρρυθμίσεις που στόχο είχαν τον ακόμη πιο αυστηρό έλεγχο. Αδιαμφισβήτητα, η πανδημία COVID-19 έχει επιφέρει αναγκαστικά πολλές αλλαγές στα συστήματα υγείας παγκοσμίως. Παρόλα αυτά, για την Κύπρο, χωρίς το ΓεΣΥ σίγουρα ο έλεγχος της κατάστασης θα ήταν πολύ δύσκολος.
Στην πιο κάτω έρευνα, μέσω της συστηματικής μεθοδολογίας θα αναλυθεί και θα συγκριθεί το σύστημα υγείας της Κύπρου με την Αγγλίας, θα συζητηθούν οι τρόποι με τους οποίους η πανδημία επηρέασε το ΓεΣΥ και τέλος θα αναπτυχθούν τρόποι βελτίωσης του συστήματος υγείας στην Κύπρο. Επί της ουσίας, το ΓεΣΥ πρέπει να αναπτύξει αυστηρές κατευθυντήριες γραμμές και πρότυπα καθώς και σχέδια δράσης για έκτακτες ανάγκες όπως κάνει και το NHS. Επίσης, εξάγεται το συμπέρασμα ότι πρέπει να συνταχθούν ομάδες ελέγχου έτσι ώστε να γίνονται συστηματικά έλεγχοι με απώτερο σκοπό να προάγεται η ποιότητα της Υγείας. Τέλος, μέσα από την ενιαία πλατφόρμα του ΓεΣΥ μπορούν να αντληθούν σημαντικές πληροφορίες για διάφορες χρόνιες ασθένειες και να βοηθήσουν στην διαχείριση αυτών αλλά και στην ουσιώδη ενημέρωση του ασθενή. Η έρευνα αυτή, μπορεί να χρησιμοποιηθεί ως βάση και για περαιτέρω μελέτες έτσι ώστε να σχεδιαστούν και να εφαρμοστούν διάφορα σχέδια δράσης για ένα πιο παραγωγικό ΓεΣΥ. | el_GR |

| dc.description.translatedabstract | The issue of the implementation of a General Health System in Cyprus, has occupied the Republic of Cyprus since 1980 and has been in the news almost since the establishment of the state. To complete the selection, design and implementation of a General Health Plan, expert studies were made to almost all Governments, with the assistance of the World Health Organization (W.H.O). In 2001, the relevant legislation "The Law on the General Health System 2001 (89 (I) / 2001)" was passed, which provided for the establishment and establishment of the Health Insurance Organization (OAY), as well as the appointment of the Board of Directors, with the latest amendment to the law in 2017 and its implementation in the summer of 2019. On the other hand, the National Health System of the United Kingdom is a well-structured health system both in terms of its implementation and in terms of guidelines and standards which issues. In 2013, there have been some important reforms aimed at even tighter control. Undoubtedly, the COVID-19 pandemic has inevitably brought about many changes in health systems worldwide. Nevertheless, for Cyprus, without the GESY (Cypriot National Health System), it would certainly be very difficult to control the situation.
In the following research, through the systematic methodology, the health system of Cyprus and England will be analyzed and compared, the ways in which the pandemic affected the GESY will be discussed and finally ways of improving the health system in Cyprus will be developed. In essence, the GIS needs to develop strict guidelines and standards as well as contingency plans as the NHS does. It is also concluded that control groups should be set up so that systematic inspections are carried out with the ultimate goal of promoting the quality of Health. Finally, through the unified platform of GESY, important information can be obtained about various chronic diseases and help in their management but also in the essential information of the patient. This research can be used as the begging for further studies in order to design and implement various action plans for a more productive GESY. | el_GR |
