| dc.description.abstract | Σκοπός της παρούσας μεταπτυχιακής διατριβής είναι να παρουσιάσει τη λειτουργία της οικονομικής υπηρεσίας των ΟΤΑ και να προχωρήσει μέχρι κάποιο βαθμό στην αξιολόγηση της μέσω μελέτης περίπτωσης. Για το λόγο αυτό η διατριβή χωρίζεται σε δυο μέρη, στο θεωρητικό και στο πρακτικό. Αρχικά, στο θεωρητικό μέρος καταγράφεται το νομοθετικό πλαίσιο, η δομή και ο τρόπος λειτουργίας της. Στη συνέχεια, η μελέτη αναφέρεται στη μέτρηση της παραγωγικότητας στη Τοπική Αυτοδιοίκηση, στη διεθνή εμπειρία καθώς και στις μεθόδους αξιολόγησης που ισχύουν σήμερα στο δημόσιο τομέα. Ο μέχρι τώρα στόχος είναι να αναλυθεί το πλαίσιο λειτουργίας των οικονομικών υπηρεσιών και οι διάφορες μέθοδοι με τις οποίες μπορούμε να τις αξιολογήσουμε.
Στόχος είναι να δοθεί μια πλήρης εικόνα όσον αφορά την υπηρεσία και την οικονομική κατάσταση σε επίπεδο Δήμου και να επισημανθούν οι αδυναμίες και τα μειονεκτήματα. Η εργασία ολοκληρώνεται με την παράθεση συμπερασμάτων και τη διατύπωση προτάσεων.
Η μεθοδολογία της μεταπτυχιακής διατριβής στηρίχθηκε στην παρουσίαση της σχετικής νομοθεσίας που διέπει το καθεστώς της οικονομικής διοίκησης, στον τρόπο οργάνωσης των οικονομικών υπηρεσιών των ΟΤΑ, ενώ χρησιμοποιήθηκαν δημοσιοποιημένα οικονομικά στοιχεία των Δήμων. Τέλος, θα χρησιμοποιηθούν χρηματοοικονομικοί δείκτες για να αξιολογηθεί η οικονομική κατάσταση ενός Δήμου. | el_GR |

| dc.description.translatedabstract | The purpose of this essay is to display the function of the economic organization of Local Government Authority and to evaluate it up to a point through per case study, for the reasons above, this paper is divided in two parts, the theoretical part and the practical. Firstly in the theoretical part, the legislative part, the structure and the modus operandi is being listed. Continuing on , the study has references on measuring productivity of Local Government , international experience and for means of evaluation that are being used up to this moment in the public sector. The task at hand is it to analyze the context in which the economical agencies are operating and the various methods that can be used to evaluate them.
The objective is presenting a whole picture of the agency, the economic situation on the municipal level and for the weaknesses and disadvantages to be showcased. The paper is completed with reached conclusions and proposals.
The methodology of this project was based on the presentation of the relevant legislation that is governing the economic management and the way that the economical services of OTA are organized, and public economic data were used. Lastly accounting rations will be used to evaluate the economic situation of a minucipilaty. | el_GR |
