| dc.description.abstract | Η Διαχείριση Εφοδιαστικής Αλυσίδας (ΔΕΑ) και Περιουσιακών Στοιχείων (ΠΣ) είναι πλέον μία αναγκαιότητα στη σημερινή εποχή, ιδιαίτερα σε ένα ανταγωνιστικό περιβάλλον όπως αυτό στο οποίο λειτουργεί το Πανεπιστήμιο Κύπρου (ΠΚ). Τα σημάδια της οικονομικής κρίσης είναι ακόμη εμφανή σ’ όλους τους κλάδους και επαγγέλματα της Κυπριακής οικονομίας, με αποτέλεσμα το ΠΚ να έχει επηρεαστεί από τις συνεχείς μειώσεις και αποκοπές στους προϋπολογισμούς του σε μεγάλο βαθμό. Αναπτυξιακά προγράμματα και έργα που είναι σε εξέλιξη, έχουν ασφαλώς καθυστέρηση ή αλλαγή πλάνων.
Το ΠΚ ως ο οργανισμός ο οποίος πρότυπο του έχει την Αριστεία, την πλήρη διαφάνεια και χρηστή διοίκηση, οφείλει και πρέπει να διαχειρίζεται σωστά και με αποτελεσματικότητα τους οικονομικούς του πόρους, οι οποίοι ως επί το πλείστω προέρχονται από χρήματα των φορολογουμένων, μέσω της κρατικής χορηγίας, πόσο μάλλον τώρα που υπάρχει και οικονομική στενότητα.
Σύμφωνα με το Παράρτημα Β, η συνολική αξία των Πάγιων Περιουσιακών Στοιχείων στο ΠΚ, ανέρχεται πέραν των 82 εκατομμύριων ευρώ, ενώ οι αγορές των αναλωσίμων ειδών ξεπερνούν το ένα εκατομμύριο ευρώ τον χρόνο. Επίσης, με βάση τα στοιχεία της Υπηρεσίας Έρευνας, τα τελευταία τρία χρόνια έχουν εισρεύσει στο ΠΚ γύρω στα 50 εκατομμύρια ευρώ από εξωτερικά κονδύλια για Ερευνητικά Προγράμματα, σημαντικό μέρος των οποίων χρησιμοποιείται για την αγορά Αναλωσίμων Ειδών και Πάγιων Περιουσιακών Στοιχείων.
Είναι με αυτό το σκεπτικό, της καλύτερης διαχείρισης και αξιοποίησης των οικονομικών πόρων και συνάμα του ελέγχου της περιουσίας του ΠΚ, που έχει γίνει η συγγραφή της Διπλωματικής Διατριβής που ακολουθεί, η οποία θα δοθεί ως πρόταση στην Διεύθυνση του ΠΚ για να την αξιολογήσει και εφαρμόσει όπου κρίνει σκόπιμο.
Τέλος πιστεύω ότι η Διαχείριση Εφοδιαστικής Αλυσίδας στο ΠΚ θα συμβάλει στη βελτίωση της ανταπόκρισης και εξυπηρέτησης των πελατών/χρηστών, αλλά και της ευελιξίας που πρέπει να διακρίνει το ΠΚ. | el_GR |

| dc.description.translatedabstract | The Supply Chain Management (SCM) together with the Fixed Asset Management (FAM) are a necessity in today’s era, especially in such a competitive environment in which the University of Cyprus functions. The signs of the economic crisis are still obvious in all fields and professions of the Cypriot economy, and as a result the University of Cyprus has been influenced due to the continual reductions and deductions to a great degree in the Estimated Budget. Developing programs and projects which were in progress have been delayed or there has been a change in plans.
The University of Cyprus, having as a model the Standard of Excellence, the full transparency and good administration, owes and should manage correctly and successfully its financial resources, most of which come from tax payers through the State National Budget, especially now that there is a finance deficit.
According to Appendix B, the total value of Fixed Assets comes up to 82 million euro, whereas purchases of Consumables reach more than a million per year. Also, according to evidence, based on the Research Service, during the last 3 years, about 50 million were absorbed by the University of Cyprus, from Foreign Research Programs, important part of which have been used for the purchase of Consumables and Fixed Assets.
The best management and utilization of the economic resources and association control of the University’s property were in mind when the diplomatic dissertation (which follows) was prepared. This will be given as a proposal to the University of Cyprus Administrators to be evaluated and implemented where appropriate.
In conclusion, I believe that the Supply Chain Management at the University of Cyprus will contribute to improve the communication and services to its clients/users, with the flexibility that should distinguish the University of Cyprus. | el_GR |
