| dc.description.abstract | Τα προβλήματα στα οποία καλούνται να ανταποκριθούν, αλλά και ο ευρύτερος ρόλος που καλούνται να διαδραματίσουν οι Δήμοι στην σύγχρονη ελληνική κοινωνία, γίνεται ολοένα και πιο πολυσύνθετος. Οι Δήμοι εκτός από όργανα εκτελεστικού χαρακτήρα μπορούν και πρέπει να διαδραματίσουν πρωτεύοντα ρόλο και σαν όργανα σχεδιασμού και προγραμματισμού, προβάλλοντας τους κατευθυντήριους προγραμματικούς άξονες, όπως αυτοί εκφράζονται μέσα από τις ανάγκες και τα αιτήματα των τοπικών κοινωνιών.
Η σύνταξη ενός στρατηγικού σχεδιασμού και Επιχειρησιακού προγράμματος αποτελεί ουσιαστικό μέσο για την αποτελεσματικότερη και αποδοτικότερη οργάνωση και διαχείριση των τοπικών αναγκών και προτεραιοτήτων, για την αναβάθμιση των παρεχόμενων υπηρεσιών, για την ενδυνάμωση της διαδικασίας του δημοκρατικού προγραμματισμού και της δημοκρατικής συμμετοχής άλλα και για τη βελτίωση μια σειράς άλλων παραμέτρων.
Κύριοι στόχοι της παρούσας μελέτης είναι να αποτελέσει ένα στρατηγικό εργαλείο σχεδιασμού, ανάλυσης, αξιολόγησης και υλοποίησης δράσεων και πολιτικών που θα συμβάλλουν στη βιώσιμη και μακροχρόνια ανάπτυξη της πόλης της Δεσκάτης την πενταετία 2015-2019, με την πρόκληση της αντιμετώπισης της οικονομικής ύφεσης και των πρόσθετων δυσκολιών που αυτή επιφέρει και την αξιοποίηση των υπηρεσιών του Δήμου.
Τα συμπεράσματα της έρευνας καταδεικνύουν ότι η διατύπωση οράματος και αποστολής, ο σχεδιασμός στρατηγικής και η διαμόρφωση σχεδίων δράσης , προκειμένου το επιχειρησιακό πρόγραμμα του Δήμου να αποτελέσει ένα ολοκληρωμένο πρόγραμμα τοπικής ανάπτυξης και βελτίωσης της διοικητικής ικανότητας του Δήμου για την περίοδο 2015-2019, αποτελεί αναγκαιότητα. Το επιχειρησιακό σχέδιο αποτελεί το βασικό «εργαλείο» σχεδιασμού του Δήμου Δεσκάτης προκειμένου να μπορέσει να αντεπεξέλθει στις σύγχρονες απαιτήσεις που επιτάσσει, τόσο η ανάγκη ευρωπαϊκού προσανατολισμού της αυτοδιοίκησης, όσο και η ανάγκη της αειφόρου ανάπτυξης και ευημερίας του τοπικού πληθυσμού μέσα στις δύσκολες συνθήκες της οικονομικής ύφεσης. Αναδεικνύονται τα προβλήματα οργάνωσης και λειτουργίας των υπηρεσιών ώστε να αντιμετωπισθούν, με συνέπεια την αποτελεσματικότερη λειτουργία του Δήμου Δεσκάτης. Με την ανάδειξη των συγκριτικών πλεονεκτημάτων , αναδεικνύονται ενδεχόμενες ευκαιρίες και προοπτικές ανάπτυξης, όπως επίσης εντοπίζονται και αξιοποιούνται με τον καλύτερο δυνατό τρόπο οι τοπικοί πόροι. | el_GR |

Summary
The problems in which the Municipalities are invited to be corresponded but also in a more general scale to take place in the modern Greek society, is becoming more and more complicated. Municipalities apart from being executive institutions they can and also must have the principal role as being institutions of design and program, showing the governing programmatic axis’s as they are expressed through the needs and the demands of the local societies.
The pension of a strategical design and operational program is substantial expedient for the more effective as well as efficient organization and management of the local needs and priorities, for the upgrading of the offering services, for the invigoration of the procedure of the democratic programming and of the democratic participation and also for the improvement of other parameters.
The main aims of the particular study are first of all to be a strategical tool of design, resolution, evaluation and implementation of the actions and the politicians who will contribute for the livable and lingering improvement of the city of Deskati, during the five years 2015-2019, who are called to confront the economic descend and the other difficulties, which the economic decline brings about, and the development of municipality’s services. The results of the study show that the formulation of the vision and mission, the design of a strategy and the configuration of action plans are a necessity in order to for the operational program of the municipality to constitute a complete program of local development and improvement of the administrative capacity of the municipality for the period 2015-2019.
The operational project is the basic “tool” concerning the municipality of Deskati, because it helps the municipality to cope with the modern requirements that ordain not only the need of the local government to acquire an European orientation but also the need of the development and the prosperity of the local people inside the difficult conditions due to the economic decline. The problems which concern the organization and the operation of the services appeared in order to be solved for the most efficacious function of the municipality of Deskati.
From the benefits that the research showed of, we understand that are becoming known probable opportunities and developmental prospects as well as the local resources can be found and developed with the most possible way. | el_GR |
