| dc.description.abstract | Εισαγωγή: Στις χώρες της Ευρώπης, οι τιμές στα γενόσημα φάρμακα ποικίλουν. Αυτό οφείλεται στο γεγονός ότι η τιμολόγηση τους είναι αρμοδιότητα της κάθε χώρας ξεχωριστά. Στην Κύπρο, σύμφωνα με έρευνα του ΠΟΥ το 2014, επισημάνθηκαν ως βασικά ζητήματα οι υψηλές τιμές στα φάρμακα, η ελλιπής χρήση γενοσήμων φαρμάκων και οι υψηλές δαπάνες από ίδιες πληρωμές.
Σκοπός: Η μεταπτυχιακή διατριβή ασχολείται με τις πολιτικές τιμολόγησης των γενοσήμων που εφαρμόζονται στην Κύπρο και στην Ευρώπη και πως αυτές επιδρούν στις τιμές τους. Επίσης, διερευνάται εάν οι λιανικές τιμές των γενοσήμων φαρμάκων της Κύπρου είναι υψηλές σε σχέση με άλλες ευρωπαϊκές χώρες.
Μεθοδολογία: Στο πρώτο μέρος της έρευνας γίνεται συστηματική ανασκόπηση στη βάση δεδομένων PubMed για τις πολιτικές τιμολόγησης των γενοσήμων φαρμάκων στην Ευρώπη, για τα τελευταία 10 χρόνια. Στο δεύτερο μέρος της έρευνας, γίνεται σύγκριση των λιανικών τιμών 11 γενοσήμων φαρμακευτικών σκευασμάτων 10 ευρωπαϊκών χωρών αναφοράς, με τις αντίστοιχες τιμές στην Κύπρο.
Αποτελέσματα: Με βάση τα αποτελέσματα της συστηματικής ανασκόπησης παρατηρείται ότι, σε όλα τα άρθρα η πολιτική τιμολόγησης των γενοσήμων φαρμάκων που εφαρμόζεται στις χώρες της Ευρώπης είναι το σύστημα τιμών αναφοράς. Σχεδόν σε όλες τις μελέτες, παρατηρείται ότι η εφαρμογή της συγκεκριμένης πολιτικής τιμολόγησης σχετίζεται με μείωση στις τιμές των φαρμάκων, με μείωση του κόστους της φαρμακευτικής περίθαλψης και με μείωση των συμπληρωμών που καταβάλουν οι ασθενείς. Παρόλα αυτά, σε κάποιες χώρες παρατηρείται μη επιτυχής εφαρμογή του συστήματος τιμών αναφοράς. Από την έρευνα για τις λιανικές τιμές των γενοσήμων σκευασμάτων, παρατηρείται ότι σε όλες τις περιπτώσεις σύγκρισης η λιανική τιμή στην Κύπρο ήταν υψηλότερη από τη μέση τιμή των 10 ευρωπαϊκών χωρών αναφοράς.
Συζήτηση - Συμπεράσματα: Οι λιανικές τιμές των γενοσήμων σκευασμάτων στην κυπριακή φαρμακευτική αγορά χρήζουν σημαντικής βελτίωσης. Στα πλαίσια της οργάνωσης του ΓεΣΥ, προκύπτει η ευκαιρία έτσι ώστε οι αρμόδιοι της πολιτικής υγείας να ασχοληθούν με τη βελτίωση της πολιτικής τιμολόγησης και τη μείωση των τιμών των γενοσήμων φαρμάκων που κυκλοφορούν στη φαρμακευτική αγορά της χώρας. | el_GR |

| dc.description.translatedabstract | Introduction: In European countries, the prices for generic medicines vary. This is due to the fact that their pricing is in the responsibility of each individual country. In Cyprus, according to research from the WHO in 2014, were identified as key issues high prices on medicines, lack of use of generics and high costs of payments by the patients.
Purpose: The thesis deals with the pricing policies of generics implemented in Cyprus and in Europe and how these affect on their prices. It also investigates whether the retail prices of generics in Cyprus are high compared with other European countries.
Methodology: In the first part of the survey took place a systematic review in PubMed database for pricing policies of generic drugs in Europe, for the last 10 years. In the second part of the survey was compared the retail prices of 11 generic medications for 10 European countries, with the prices in Cyprus.
Results: Based on the results of the systematic review is observed that in all the articles, the pricing policy of generic drugs applied in European countries is the reference pricing system. In almost all studies, it is observed that the application of this pricing policy is associated with the reduction in drug prices, the reduction of the medical treatment cost and the reduction of co-payments paid by patients. However, in some countries, there was not a successful application of the reference pricing system. From the survey of retail prices of generic drugs is observed that in all comparing cases, the retail price in Cyprus was higher than the average price of the 10 European reference countries.
Discussion - Conclusions: The retail prices of generic medicines in Cypriot pharmaceutical market need to be significantly improved. In the context of the organization of GHS reveals the opportunity so that health policy makers deal with improving pricing policy and price reductions of generic drugs that are available in the pharmaceutical market of the country. | el_GR |
