| dc.description.abstract | Στην παρούσα μελέτη διεξήχθη θεωρητική και ερευνητική διερεύνηση του ρόλου και της συμβολής της Τοπικής Αυτοδιοίκησης στην Τοπική Ανάπτυξη.
Αναλύθηκε η αξιοποίηση των πόρων της Τοπικής Αυτοδιοίκησης στο ευρωπαϊκό γίγνεσθαι. Μελετήθηκε η ανάγκη ύπαρξης στρατηγικού σχεδιασμού για την πλήρη αξιοποίηση μιας πραγματικά αποτελεσματικής και δυναμικής Τοπικής Αυτοδιοίκησης που θα μπορεί να αναλαμβάνει ενεργό ρόλο σε όλους τους τομείς της τοπικής οικονομίας, ακόμη και στην απασχόληση. Επίσης παρουσιάστηκαν τα όργανα και οι αρμοδιότητες των Διοικητικών Οργάνων στο Ελληνικό Πολιτικό Σύστημα.
Αφού μελετήθηκε η Δομή και Διάρθρωση της Τοπικής Αυτοδιοίκησης στην Ελληνική Πραγματικότητα στη συνέχεια διερευνήθηκε η σημασία του στρατηγικού αναπτυξιακού σχεδιασμού σε τοπικό και περιφερειακό επίπεδο και αποτυπώθηκαν οι ανάγκες και τα προβλήματα που αντιμετωπίζει η Τοπική Αυτοδιοίκηση στην Ελλάδα.
Αναπτύχθηκαν οι προοπτικές και διατυπώθηκαν προτάσεις για την συμβολή της Τοπικής Αυτοδιοίκησης στην ανάπτυξη. Υποστηρίχθηκε ότι οι σύγχρονες πόλεις χρειάζονται διαφοροποιημένες πολιτικές για την αντιμετώπισή των προβλημάτων τους.
Διερευνήθηκαν μέσω ερωτηματολογίου οι απόψεις 160 δημοτικών υπαλλήλων και δημοτών του Δήμου Δοξάτου ως προς τον ρόλο και την συμβολή της Τοπικής Αυτοδιοίκησης στην τοπική ανάπτυξη. Στο δείγμα συμπεριελήφθησαν όλες οι ειδικότητες των υπαλλήλων του Δήμου αλλά και οι επαγγελματικοί κλάδοι των κατοίκων του Δήμου. Κατ’ αυτόν τον τρόπο αποκλείστηκε η υπεραντιπροσώπευση δημοτικών υπαλλήλων ή δημοτών που υπηρετούν ή κατοικούν σε όλα τα χωριά του Δήμου Δοξάτου. Η πλειοψηφία τόσο των κατοίκων του Δήμου όσο και των δημοτικών υπαλλήλων απήντησε θετικά στα σχετικά ερωτήματα θεωρώντας ότι η Τοπική Αυτοδιοίκηση μπορεί να αποτελέσει μοχλό ανάπτυξης της τοπικής οικονομίας. Στην πλειοψηφία τους οι δημότες επιθυμούν η Τοπική Αυτοδιοίκηση να αναλάβει και να πράξει τον ρόλο μιας τοπικής κυβέρνησης που θα πράττει προς το συμφέρον της τοπικής κοινωνίας. | el_GR |

| dc.description.translatedabstract | The study endeavours to research the role and contribution of local governments in the effective development of local communities both theoretically and via a questionnaire survey.
It analyzes the resources and the contribution of local governments in the European political scene. It studies and puts forward the need of strategic planning for truly effective and dynamic local governments that will be able to assume active roles in all aspects of the local economy, even in terms of employment. It presents local institutions and the responsibilities of various Administrative Bodies in the Greek Political System.
Having studied the structure and layout of local governments in Greek Reality, research proceeds in the investigation of the importance of strategic development planning at local and regional level. The study states what needs to be accomplished, it presents the full span of the local community needs and reflects the problems which are faced by local governments in Greece.
The study presents the prospects of local governments and makes proposals for the contribution of local government in local development. It suggests that modern cities require differentiated policies to address their problems.
Through a well balanced questionnaire there has been a research on the views of 160 municipal employees and citizens of the Doxato Municipality as to the role and contribution of local government to local development. The sample included both residents and employees at the municipality of Doxato, eliminating the overrepresentation of either municipal employees or citizens who live in the various villages of the Doxato Municipality. The majority of both the municipality residents and municipal officials responded willingly and positively to all the research questions. The questions asked them to express their views and beliefs on whether local government can actually be a local economic development lever. The majority of residents stated that they want their local government to assume responsibilities, take over and play the role of a local government which will effectively provide answers and solutions to their problems, meeting the expectations of the local community. | el_GR |
