| dc.description.abstract | Ένα από τα σημαντικότερα προβλήματα που αντιμετωπίζουν οι σύγχρονες
κοινωνίες αποτελεί το ζήτημα της διαχείρισης των απορριμμάτων. Οι επιπτώσεις στο
περιβάλλον και τη δημόσια υγεία σε συνδυασμό με το τεράστιο οικονομικό κόστος που
προκύπτει από την αλόγιστη σπατάλη φυσικών πόρων καθιστούν ιδιαίτερα επιτακτική
την ανάγκη αντιμετώπισης του προβλήματος.
Η διαχείριση των απορριμμάτων είναι πολυσύνθετο ζήτημα για την αντιμετώπιση του
οποίου απαιτείται συγκερασμός αρκετών παραμέτρων που σχετίζονται με την τεχνολογία
και την τεχνογνωσία, με την κοινωνική αποδοχή και την εφαρμογή ορθών
περιβαλλοντικών πολιτικών που δεν υπολογίζουν το πολιτικό κόστος.
Υπό αυτό το πρίσμα , η παρούσα διπλωματική εργασία επιχειρεί να προσεγγίσει το
ζήτημα της διαχείρισης των απορριμμάτων, καταγράφοντας τις διεθνείς τάσεις, τις
εφαρμοζόμενες πολιτικές από την Ευρωπαϊκή Ένωση, την ισχύουσα νομοθεσία και
επικεντρώνοντας το ενδιαφέρον της στην περιοχή του Δήμου Κύμης Αλιβερίου και στα
ιδιαίτερα προβλήματα που αντιμετωπίζει.
Η μεθοδολογία προσέγγισης βασίστηκε σε 2 άξονες . Ο πρώτος άξονας αφορά στην
καταγραφή της παρούσας κατάστασης μέσω της συλλογής στοιχείων από αρμόδιες
υπηρεσίες και φορείς που αφορούν στον τρόπο που διαχειρίζεται σήμερα ο δήμος τα
απόβλητα που παράγει , οι ποσότητες αυτών και η ανταπόκριση των δημοτών. Ο
δεύτερος άξονας αφορά τον σχεδιασμό το δήμου για την επίλυση των προβλημάτων και
τις βέλτιστες επιλογές που πρέπει να κάνει ώστε μελλοντικά να βελτιωθεί η κατάσταση
στο ζήτημα της διαχείρισης των απορριμμάτων.
Αυτή η προσέγγιση βασίστηκε στην διαδικασία συνεντεύξεων με εξειδικευμένους
τοπικούς παράγοντες που έχουν εν πολλοίς και την ευθύνη των επιλογών αυτών και
διαχειρίζονται καθημερινά τις δυσκολίες της παρούσας κατάστασης.
Από την έρευνα προέκυψε ότι ο δήμος Κύμης Αλιβερίου αντιμετωπίζει σημαντικά
προβλήματα στο ζήτημα της διαχείρισης. Έχουν γίνει βήματα προς την περιβαλλοντική
αναβάθμιση και συμμόρφωση με τις ορθές περιβαλλοντικές πολιτικές αλλά υπάρχουν

δυσεπίλυτα ζητήματα που σχετίζονται με την έλλειψη εγκαταστάσεων διαχείρισης, την
μεγάλη απόσταση από τις κοντινότερες και το υπερβολικό κόστος για το δήμο και τους
δημότες από τη σημερινή διαχείριση. Προκειμένου να αντιμετωπιστεί το πρόβλημα
γίνεται μια διερεύνηση των επιλογών που είναι διαθέσιμες και προτείνονται λύσεις που
όμως προϋποθέτουν τη σύνταξη ολοκληρωμένων οικονομοτεχνικών και
περιβαλλοντικών μελετών που θα καταδείξουν με επιστημονικά τεκμηριωμένο τρόπο τις
καλύτερες επιλογές. | el_GR |

| dc.description.translatedabstract | One of the most important problems faced by modern societies is the issue of waste
management. The impacts on the environment and public health coupled with the
enormous economic costs resulting from the unexplained waste of natural resources,
make the need to address the problem particularly necessary and urgent.
The waste management is a complex issue that requires reconciliation of several
technology and know-how parameters, social acceptance and the implementation of
sound environmental policies that do not account for political costs.
In this respect, this diploma thesis attempts to approach the issue of waste management,
recording the international trends, the policies implemented by the European Union, the
current legislation and focusing on the area of the Municipality of Kymi Aliveri and the
particular problems that deals with.
The approach methodology was based on two pillars. The first pillar concerns the
recording of the present situation through the collection of data from competent
authorities and agencies concerning the way the municipality manages the waste it

produces, the quantities of these and the response of the citizens. The second pillar
concerns the planning of the municipality to solve the problems, as long as the choices
it has to make in the future in order to improve the situation on the issue of waste
management.
This approach was based on the interview process with specialized local factors who
have the responsible for these choices and manage the difficulties of the current situation
in every day base.
The survey revealed that the municipality of Kymi Aliveri faces major management
problems. Steps have been taken towards environmental upgrading and compliance with
good environmental policies but there are insoluble issues related to the lack of
management facilities, the long distance from the nearest and the excessive costs for the
municipality and the citizens from today's management. In order to address the problem,
an exploration of the options available takes place, and solutions are proposed that
require the development of comprehensive economic and environmental studies that will
show the best choices in scientifically documented ways. | el_GR |
