| dc.description.abstract | Αναμφίβολα ο τομέας της υγείας είναι ζωτικής σημασίας, γεγονός που καθιστά κάθε σύγχρονη κοινωνία υπόχρεη στη διασφάλιση υψηλού επιπέδου παροχής υπηρεσιών φροντίδας υγείας για τους πολίτες της. Όπως συμβαίνει σε κάθε αλλαγή μιας χώρας, έτσι και στην Κύπρο με την εφαρμογή του ΓεΣΥ δημιουργούνται συνεχώς νέες αυξημένες απαιτήσεις και ανάγκες για μεταρρυθμίσεις και εκσυγχρονισμό του σχεδιασμού του συστήματος υγείας.
Σκοπός της παρούσας μεταπτυχιακής διατριβής είναι να αναλύσει τα ωφελήματα των δικαιούχων στην Κύπρο από τη συμμετοχή τους στο ΓεΣΥ και να εντοπίσει τα προβλήματα του συστήματος υγείας έτσι όπως εφαρμόζεται σήμερα. Ταυτόχρονα, γίνεται μια προσπάθεια ανάπτυξης τρόπων αντιμετώπισης και βελτίωσης της υφιστάμενης κατάστασης, προκειμένου να παρασχεθεί ένα υψηλότερο επίπεδο ποιότητας παροχής υπηρεσιών φροντίδας υγείας στους κύπριους πολίτες.
Απάντηση στα ερευνητικά ερωτήματα έδωσε η ανάλυση πρωτογενών δεδομένων, τα οποία εξήχθησαν από τη συμπλήρωση ερωτηματολογίου. Συγκεκριμένα, χρησιμοποιήθηκε δείγμα σκοπιμότητας προκειμένου να ερωτηθούν άτομα από όλες τις ηλικιακές ομάδες και μορφωτικά επίπεδα, ανεξαρτήτως της εξοικείωσής τους με το νέο Γενικό Σύστημα Υγείας. Τα ερευνητικά αποτελέσματα, μαρτυρούν ότι το ΓεΣΥ έχει πετύχει σε ένα πολύ μεγάλο βαθμό τους στόχους του, αφού παρέχει ίση και όμοια δυνατότητα πρόσβασης σε ίδιες υπηρεσίες υγείας ανεξαρτήτως της εισοδηματικής και της κοινωνικής κατάστασης του δικαιούχου. Επιπλέον, προσφέρει ισότιμη μεταχείριση όλων των δικαιούχων στις υπηρεσίες υγείας, ελεύθερη επιλογή παροχέα και κοινωνική αλληλεγγύη. Εντούτοις, τα ερευνητικά αποτελέσματα επιδεικνύουν ότι το ΓεΣΥ έχει προβλήματα που επικεντρώνονται στην έλλειψη εξοικείωσης και κατανόησης του ΓεΣΥ με τους δικαιούχους να μη γνωρίζουν τα δικαιώματα και τις υποχρεώσεις τους, να μην είναι εξοικειωμένοι με το πληροφοριακό σύστημα και να έχουν πλήρη άγνοια για τους μηχανισμούς ελέγχου και εποπτείας του συστήματος. Ταυτόχρονα, πρόβλημα αποτελεί η άρνηση ορισμένων παροχέων για ένταξή τους στο ΓεΣΥ, η διατήρηση λιστών αναμονής και ο τρόπος υπολογισμού της συνεισφοράς των δικαιούχων στο ταμείο ΓεΣΥ. Κλείνοντας, οι δικαιούχοι μέσα από τις εισηγήσεις τους πρότειναν την ένταξη όλων των παροχέων στο ΓεΣΥ, αύξηση του ελέγχου της εκμετάλλευσης που γίνεται από τους δικαιούχους και τους παροχείς, καλύτερη ενημέρωση των δικαιούχων για τα δικαιώματα, τις υποχρεώσεις τους, αλλά και του τρόπου λειτουργίας του πληροφοριακού συστήματος. Πρότειναν επίσης, αύξηση του ανώτατου ορίου κάλυψης ανά άτομο ετησίως και του τρόπου συνεισφοράς τους στο ΓεΣΥ. Εν ολίγοις, από την έρευνα προκύπτει ότι οι κύπριοι πολίτες χρειάζονται χρόνο για να κατανοήσουν, να αποδεχτούν και να υποστηρίξουν το νέο σύστημα υγείας που θα προάγει την ποιότητα υγείας του νησιού. | el_GR |

| dc.description.translatedabstract | Undoubtedly, the health sector is vital for society, making every local authority obliged to ensure a high level of health care services for its citizens. As it comes about in every transition, the implementation of the General Health System (GHS) in Cyprus is creating new increased demands and needs for reformation and modernization in the constitution of the health system.
The purpose of this master's thesis is to analyze the benefits of the participation in the GHS by Cypriot beneficiaries and to identify any problems in the health system as it is applied nowadays. At the same time, an effort is being made to set up suggestions to deal with and improve the current situation, aiming to provide a high quality of health care services to Cypriot citizens.
The answer to the research questions was given by analyzing primary data extracted from a questionnaire. Specifically, for the sample, an attempt was made to approach people from all age groups and educational levels, regardless of their familiarity with the new General Health System. The results have shown that GHS has achieved to a large extent its goals since it provides equal and indistinguishable access to the same health services irrespective of the income and social status of the beneficiary. In addition, GHS offers equal treatment in health services to all beneficiaries, unrestrained predilection of providers, and social solidarity. However, the research results have shown that GHS has problems. The major problem is focused on the lack of familiarity and the shortage in understanding the system. The beneficiaries are unaware of their rights and obligations, unfamiliar with the information system, and completely ignorant about the control mechanisms and system monitoring issues. At the same time, some crucial problems are the refusal of some health providers to join the GHS, the existence of waiting lists, and the procedure for calculating the contribution of the beneficiaries to the GHS fund. In closing, the beneficiaries proposed through their suggestions the inclusion of all health providers to the GHS increased control for eliminating any exploitation by the beneficiaries and health providers, and finally, better guidance for the beneficiaries about their rights, obligations and how the information system can be used. They also proposed increasing the maximum yearly coverage per person and remodeling the contribution scheme to the GHS fund. In short, the research shown that Cypriot citizens need time to understand, accept and support the new health system, which is going to promote the island's quality of health. | el_GR |
