| dc.description.abstract | Στο σύγχρονο ανταγωνιστικό περιβάλλον των επιχειρήσεων, η συνεχής παρακολούθηση των εξελίξεων που πραγματοποιούνται λόγω της παγκοσμιοποίησης, της έκρηξης της ψηφιακής τεχνολογίας και του διαδικτύου, αποτελούν προτεραιότητα κάθε επιχείρησης που θέλει να είναι ανταγωνιστική και να επιτυγχάνει το σκοπό της λειτουργίας της.
Οι έννοιες του προμηθευτικού κύκλου και της ανταγωνιστικής στρατηγικής με έμφαση στη σημασία της διαπραγματευτικής δύναμης των προμηθευτών, καθώς και ο ρόλος των προμηθειών στην Αλυσίδα Αξίας ενός οργανισμού, για τις οποίες γίνεται αναφορά στην βιβλιογραφική έρευνα του δεύτερου κεφαλαίου, είναι κρίσιμες για τη βιωσιμότητα και την επιτυχία οποιουδήποτε οργανισμού είτε ανήκει στον ιδιωτικό, είτε στο δημόσιο τομέα. Στο ίδιο κεφάλαιο παρουσιάζονται ο ρόλος των προμηθειών στο δημόσιο τομέα, η εναρμόνιση της ελληνικής νομοθεσίας με την ευρωπαϊκή και η προσπάθεια προσαρμογής της στις σύγχρονες ανάγκες της κοινωνίας και επιπλέον αναφέρονται κάποιες βασικές διαγωνιστικές διαδικασίες δημόσιων προμηθειών, καθώς και η έννοια της δημόσιας σύμβασης. Τέλος, παρουσιάζονται τα πληροφορικά συστήματα που υποστηρίζουν το έργο της Δημόσιας Διοίκησης, καθώς και ο ρόλος που καλούνται να επιτελέσουν.
Ο εντοπισμός των κρίσιμων παραγόντων επιτυχίας του συστήματος προμηθειών ενός δημόσιου οργανισμού, καθώς και των κύριων παραμέτρων της διοίκησης του κύκλου προμηθειών του, παρουσιάζονται στο τρίτο κεφάλαιο, όπου αναπτύσσεται η μεθοδολογία της έρευνας για την επίτευξη της αξιολόγησης του συστήματος προμηθειών της Περιφέρειας Κεντρικής Μακεδονίας, που αποτελεί το αντικείμενο της παρούσας διατριβής.
Το τέταρτο κεφάλαιο περιλαμβάνει τα αποτελέσματα της έρευνας, τόσο της δευτερογενούς με την καταγραφή των βασικότερων διαδικασιών προμηθειών και των συντελεστών που εμπλέκονται στη διαδικασία σύναψης δημοσίων συμβάσεων, όσο και της πρωτογενούς που προέκυψαν με τη διενέργεια συνεντεύξεων εργαζομένων στα Τμήματα Προμηθειών της Περιφέρειας Κεντρικής Μακεδονίας.
Τέλος, στο πέμπτο κεφάλαιο παρουσιάζονται τα συμπεράσματα και οι προτάσεις που προκύπτουν από ολόκληρη την έρευνα, τα οποία μπορούν να χρησιμοποιηθούν για τη βελτίωση της υφιστάμενης κατάστασης. | el_GR |

| dc.description.translatedabstract | In contemporary business environment, the systematic observation of developments that take place due to globalization, the rapid growth of digital technology and the Internet, is considered to be the priority of every corporation that pursues to be competitive and to fulfill the goals of its function.
The concepts of supply cycle and competitive strategy that emphasize the importance of suppliers’ bargaining power, as well as the role of the supplies in the Value Chain of an organization, for which there are references in the bibliographical research of the second chapter, are crucial for the sustainability and the success of every organization either it belongs to the private or the public sector. In the same chapter, the role of the supplies in the public sector, the harmonization of the Greek legislation with the European and the efforts for adaptation to the society’s modern needs are presented. Several fundamental public supply tendering procedures and the concept of public contract are mentioned as well. Finally, the information systems that assist the function of Public Administration and the role they are called to perform are also mentioned.
The detection of the crucial factors for the success of an organization’s supply system as well as the major parameters of the supply cycle’s administration are presented in the third chapter, in which the methodology for the research regarding the accomplishment of the Region of Central Macedonia’s supply system evaluation is developed, and which simultaneously is the topic of the current dissertation.
The fourth chapter includes the results of the research, not only that of the secondary research which were gathered through the recording of the most fundamental supply procedures and the coefficients involved in the assignment of public contract, but also that of the primary research that gathered through the conduct of interviews of the Region of Central Macedonia’s Supply Department’s employees.
