dc.description.abstractΤις τελευταίες δεκαετίες, η Ευρωπαϊκή Ένωση έχει προχωρήσει σε σχέδια δράσης για την ενίσχυση της Ηλεκτρονικής Διακυβέρνησης. Η ενσωμάτωση των Τεχνολογιών Πληροφορικής και Επικοινωνιών (ΤΠΕ) συμβάλλει καταλυτικά στον εκσυγχρονισμό της Δημόσιας Διοίκησης σε ένα πιο ευέλικτο και αποδοτικό σχήμα, προσφέροντας σημαντικά οφέλη τόσο για τους πολίτες και τις επιχειρήσεις όσο και για το κράτος αυτό καθαυτό. Η Ελλάδα την τελευταία επταετία βρίσκεται σε παρατεταμένη οικονομική κρίση και έχει υπογράψει μνημόνια συνεννόησης με σκοπό την μείωση των δημοσίων δαπανών και την χρηστή δημοσιονομική διαχείριση του δημόσιου χρήματος. Η χώρα μας, στο πλαίσιο συμμόρφωσης προς τις ευρωπαϊκές οδηγίες και τήρησης των μνημονιακών της υποχρεώσεων, εφάρμοσε πολιτικές και στρατηγικές, και παρουσίασε σημαντικά βήματα εξέλιξης στον τομέα της Ηλεκτρονικής Διακυβέρνησης, εν τούτοις δυστυχώς συνεχίζει να κατατάσσεται στις χώρες με επίδοση χαμηλότερη από τον μέσο όρο των ΕΕ28+. Οι δημόσιες συμβάσεις συνιστούν σημαντικό τομέα της οικονομικής δραστηριότητας των κυβερνήσεων, δεδομένου ότι είναι άρρηκτα συνδεδεμένες και αλληλένδετες με την οικονομική ανάπτυξη και την ευημερία κάθε χώρας. Τα οφέλη που συνοδεύουν την αξιοποίηση των ΤΠΕ στη διαγωνιστική διαδικασία είναι η μείωση του διοικητικού κόστους, η μείωση της γραφειοκρατίας, η εύκολη πρόσβαση στην πληροφορία, η απλοποίηση των διαδικασιών, η αύξηση της διαφάνειας καθώς και η πάταξη των φαινομένων διαφθοράς. Στοχεύοντας στην όσο το δυνατόν αποτελεσματικότερη χρήση των πληροφοριακών συστημάτων στη διαγωνιστική διαδικασία των δημοσίων συμβάσεων, πραγματοποιήθηκε έρευνα για τον εντοπισμό και την ανάδειξη των δυσλειτουργιών των συστημάτων αυτών από τους ιδίους χρήστες, ούτως ώστε να αναζητηθούν αρχικά τα σημεία χρήζοντα βελτίωσης και κατόπιν να διατυπωθούν προτάσεις αναβάθμισης αυτών.el_GR

dc.description.translatedabstractOver the last decades, the European Union has initiated a series of action plans aiming at the strengthening and the enhancement of e-Government capacities. The integration of Information and Communication Technologies (ICTs) acts as a catalyst for the modernization of the Public Administration and contributes to its transformation into a more flexible and efficient scheme, offering significant benefits not only for citizens and businesses but also for governments per se. In the past seven years, Greece has been experiencing a prolonged financial crisis and has signed Memoranda of Understanding (MoU) for the purpose of reducing public expenditure as well as ensuring sound financial management in using the public funds. Our country, in the framework of compliance with European directives and honouring of its obligations under the MoU, has adopted and implemented policies and strategies, and has achieved major progress towards realizing the promise of e-Government, however Greece continues to be ranked among moderate performers with an overall score below the EU28+ average. Public procurement constitutes a major segment of the economic activity for all governments, given the fact they are inextricably linked to and mutually interdependent on the financial growth and the prosperity of a country. The benefits accompanying the utilization of the ICTs in the tender procurement processes are reduction of administrative costs, curtailing of bureaucracy, ready access to information, simplification of procedures, enhanced transparency, as well as eradication of corruption. Being oriented towards the most efficient possible use of information systems in the competitive process of public procurement, the survey presented in this dissertation intends to explore, identify and bring to light the malfunctions of these systems through the eyes of their own users, seeking initially to determine and assess the areas requiring improvement and then to outline specific proposals for their improvement and/or upgrading.el_GR
