| dc.description.abstract | Με την παρούσα εργασία, επιδιώκεται η παρουσίαση του ιστορικού ανάπτυξης της αστυνόμευσης στην Κύπρο, από την απαρχή της οθωμανικής κατάκτησή της μέχρι την ίδρυση της Κυπριακής Δημοκρατίας. Μέσα από ένα επί μέρους διαχωρισμό των περιόδων της τουρκοκρατίας και αγγλοκρατίας, παρουσιάζονται οι λειτουργίες κοινωνικού ελέγχου που εφάρμοζαν κατά τη διακυβέρνησή τους οι δύο κατακτητές. Ειδικότερα, γίνεται αναφορά στο εκάστοτε ισχύων ποινικό δίκαιο, καθώς και στη δημιουργία, εξέλιξη και λειτουργία των διαφόρων αρχών επιβολής του νόμου που λειτουργούσαν στις υπό αναφορά ιστορικές περιόδους, με ιδιαίτερη έμφαση στις αστυνομικές δυνάμεις.
Μέσα από την έρευνα, έχει καταδειχτεί ότι και οι δύο κυρίαρχοι είχαν εφαρμόσει αριθμό κανόνων και μηχανισμών που αποσκοπούσαν στην επιβολή της εξουσίας τους στο νησί, καθώς και στην άσκηση κοινωνικού ελέγχου στους υπόδουλους Κυπρίους. Οι Οθωμανοί, εφάρμοζαν τους ίδιους μηχανισμούς αστυνόμευσης όπως και στην υπόλοιπή τους αυτοκρατορία. Από την άλλη, οι Βρετανοί προσπάθησαν να εισαγάγουν το αποικιακό πρότυπο αστυνόμευσης. Διατήρησαν, όμως, αρκετά στοιχεία από το οθωμανικό προγενέστερό του.
Οι πολιτικές που υλοποίησαν οι Βρετανοί κατά τη διακυβέρνησή τους, είχαν εδραιωθεί σε τέτοιο βαθμό, ώστε το νομικό πλαίσιο και οι πρακτικές κοινωνικού ελέγχου της αποικιακής αστυνόμευσης, συνέχισαν να υφίστανται και να λειτουργούν χωρίς ουσιαστικές μεταβολές, για αρκετά χρόνια και μετά την ανακήρυξη της Κυπριακής Δημοκρατίας. Είναι, εξάλλου, χαρακτηριστικό το γεγονός ότι μέχρι και σήμερα, εξακολουθούν να επηρεάζουν αρκετές από τις λειτουργίες της σύγχρονης κυπριακής αστυνομίας. | el_GR |

| dc.description.translatedabstract | The aim of this thesis is to critically present the historical development and evolution of policing in Cyprus, from its initial stages in the Ottoman period up to the establishment of the Republic of Cyprus. By considering the various stages of Ottoman and British rule, the thesis examines the social controls implemented by the two occupying powers. Specifically, it discusses the penal law in force at different times, as well as the establishment, development and function of the various law enforcement agencies operating during the periods in question, with particular emphasis being given to the police.
The thesis demonstrates that both of the ruling powers implemented a number of regulations and mechanisms which aimed at imposing their own control on the island, as well as at exercising social control over the subjugated Cypriots. The Ottomans enforced the same policing mechanisms as in the other areas of their empire, while the British introduced the colonial model of policing, retaining simultaneously quite a few elements of the previous Ottoman period.
The policies enforced by the British during their rule were established to such a large degree, that the legal framework and social control practices, imposed continued to exist and operate without substantial changes for quite a few years following the establishment of the Republic of Cyprus. Besides, the fact that up until now they still continue to influence quite a few of the operations and functions of the Cyprus Police is characteristic of this. | el_GR |
