| dc.description.abstract | Η ηλεκτρονική διακυβέρνηση είναι αναμφίβολα το σύγχρονο εργαλείο διοίκησης, η εξάπλωση του οποίου έχει εισβάλει σε διεθνείς και τοπικούς οργανισμούς, κράτη και δήμους, σε κάθε γωνιά του σύγχρονου κόσμου. Παρόλο που με τον όρο κατανοούμε ότι αφορά την προσπάθεια διακυβέρνησης με την βοήθεια ηλεκτρονικών μέσων με όσο το δυνατό λιγότερη συμβολή του ανθρώπινου παράγοντα, εντούτοις αδυνατούμε να αναλογιστούμε σε πιο βαθμό μπορεί να φτάσει η βοήθεια αυτή στο μέλλον.
Τα σημερινά όμως δεδομένα της Ηλεκτρονικής Διακυβέρνησης, μπορούν να εφαρμοστούν στα Κοινοτικά Συμβούλια της ελεύθερης περιοχής της Επαρχίας Αμμοχώστου;
Αφού κάνουμε μια παρουσίαση για τα δεδομένα και τα χαρακτηριστικά που συνθέτουν τους οργανισμούς με τους οποίους καταπιάνεται η παρούσα Μεταπτυχιακή Διατριβή, πραγματοποιούμε στην συνέχεια μια εισαγωγή στην Ηλεκτρονική Διακυβέρνηση.
Πραγματοποιώντας μια παρουσίαση των πολιτικών της Ευρωπαϊκή Ένωση τις τελευταίες δεκαετίες, για την εισαγωγή και την εξάπλωση της ηλεκτρονικής διακυβέρνησης διαπιστώνουμε ότι ο στόχος της Ένωσης είναι η ηλεκτρονική ενοποίηση με χρονικό ορίζοντα μάλιστα το 2020.
Τα συστήματα Ηλεκτρονικής Διακυβέρνησης που οργανισμοί τοπικής αυτοδιοίκησης τόσο στην Κύπρο όσο και παγκόσμια εφάρμοσαν με επιτυχία, επεξηγούνται και αναλύονται με τρόπο εύκολα κατανοητό, αφού στρατηγικός μας στόχος είναι η παρούσα Μεταπτυχιακή Διατριβή να αποτελέσει χρήσιμο βοήθημα για την ένταξη της Ηλεκτρονικής Διακυβέρνησης στις δομές διοίκησης των Κοινοτικών Συμβουλίων. Αντλούμε παραδείγματα από την ηλεκτρονική Εσθονία (e-Estonia), τον ιστότοπο του Δήμου Ηλιούπολης, αναλύουμε την πορεία και τις σημερινές δυνατότητες της ασύρματης τηλεφωνίας με την τεχνολογία 4G, επεξηγούμε την εξέλιξη του διαδικτύου και την αξιοποίηση του για σύνδεση των πάντων μέσω της τεχνολογίας Internet of Things (IoT) και της σύνδεσης μηχανών μέσω του M2M.
Έχοντας υπόψη τα αποτελέσματα της έρευνας που έγινε μεταξύ του προσωπικού, όσον αφορά θέματα γνώσεων, στάσης και αντίληψης για την ηλεκτρονική διακυβέρνηση, αναλύουμε πως τα εργαλεία αυτής θα μπορούσαν να επιλύσουν προβλήματα, να απλοποιήσουν ενέργειες και να αυτοματοποιήσουν διαδικασίες λειτουργίας των Κοινοτικών Συμβουλίων. Εκθέτουμε τις παραμέτρους εφαρμογής, όπως την στάση του προσωπικού, τον εξοπλισμό, τις οικονομικές απαιτήσεις, την Νομοθεσία περί προσωπικών δεδομένων και την διαχείριση της στάσης των πολιτών. | el_GR |

| dc.description.translatedabstract | Electronic governance is a modern administration tool, which has undoubtedly invaded in local and worldwide organizations, governments and municipalities, in every part of the contemporary world.
Despite that the term by itself applies for trying to govern by the aid of the electronic technology with the least human effort, we are unable to foresee on how far that will can reach in the future.
The question is can the current tools of electronic governance, to be applied on the Community Boards of the free part of Ammochostos District?
After we do a demonstration of the data and characteristics that compose the organizations that the current Master’s Thesis deals with, we do an introduction in Electronic Governance.
Performing a presentation of the politics of European Union of the last decades, for the introduction and spreading of electronic governance, we ascertain that the target of the Union is the electronic unification with a set time horizon the year 2020.
The systems of electronic governance that the organizations have already adopted with great success, both in Cyprus and worldwide are displayed and analyzed in a manner easily understandable, since our strategic objective is that the current Master’s Thesis to become a useful tool for the accession of Electronic Governance in the management structures of the Community Boards of Ammochostos.
We rectify examples from, the electronic governance of Estonia (e-Estonia), the website of Ilioupolis Municipality in Greece; we analyze the progress and the current abilities of wireless telephony regarding the 4G technology; we explain the development of internet and the utilization of it for the connection of everything through the technology of the “Internet of Things” (IoT) and the connected machines through M2M.
Having in mind the results of our inventory which took place among the staff, regarding matters of knowledge, stance and perception for the electronic governance, we analyze how the tools of it could resolve problems, simplify acts and automate the procedures, of the Community Councils. We expose the parameters of application, like the stance of the employees, the equipment, the economic demands, the Legislation on personal data protection and the management of the stance of the citizens. | el_GR |
