| dc.description.abstract | Σκοπός της παρούσας μεταπτυχιακής διατριβής είναι η προσέγγιση της αντιμετώπισης του προβλήματος της βιωσιμότητας του ελληνικού συστήματος κοινωνικής ασφάλισης με βάση την ολιστική θεώρηση της φιλοσοφίας της Διοίκησης Ολικής Ποιότητας, για την αναζήτηση μακροπρόθεσμων λύσεων, υπό το πρίσμα της κοινωνικής αλληλεγγύης και με επίκεντρο τον άνθρωπο.
Μελετήθηκαν από βιβλιογραφικές και αρθρογραφικές πηγές οι κυριότεροι παράγοντες που απειλούν τα δημόσια κοινωνικοασφαλιστικά συστήματα στα κράτη-μέλη της Ευρωπαϊκής Ένωσης, συμπεριλαμβανομένης της Ελλάδας και το πώς αυτοί διαμορφώνουν το σύγχρονο οικονομικοκοινωνικό περιβάλλον, στο οποίο δραστηριοποιούνται οι άνθρωποι.
Από τη βιβλιογραφική έρευνα αναδεικνύεται η ανάγκη θέσπισης κοινής Ευρωπαϊκής Πολιτικής για την αντιμετώπιση του φαινομένου της γήρανσης του πληθυσμού, που πλήττει όλα τα κράτη-μέλη και θέτει σε αμφισβήτηση την αρχή της κοινωνικής αλληλεγγύης, στην οποία στηρίζεται η δημόσια κοινωνική ασφάλιση.
Προτείνεται η ανάπτυξη της δημόσιας ασφάλισης ως μοχλός ανάπτυξης της οικονομίας, με τη θέσπιση κατάλληλων πολιτικών ενίσχυσης της απασχόλησης, του κινήτρου παραμονής στην εργασία και της στήριξης της οικογένειας και της τεκνοποίησης.
Ειδικά για το ελληνικό σύστημα κοινωνικής ασφάλισης, προτείνεται η επικείμενη μεταρρύθμισή του, η οποία περιλαμβάνει ενοποίηση φορέων και θέσπιση κοινών κανόνων ασφάλισης για όλους τους ασφαλισμένους, να βασιστεί στη φιλοσοφία συνεχούς βελτίωσης της Διοίκησης Ολικής Ποιότητας για τη διαμόρφωση του νέου συστήματος, που θα βασίζεται στην κοινωνική αλληλεγγύη, θα παρέχει ποιοτικές υπηρεσίες στον πολίτη και θα λειτουργεί αποδοτικά, ως αναπόσπαστο κομμάτι της οικονομίας της χώρας. | el_GR |

| dc.description.translatedabstract | The purpose of this postgraduate dissertation is to examine possible solutions to the problem of the sustainability of the Greek social security system. This attempt is based on the Total Quality Management philosophy which allows a holistic approach to the problem. Moreover, its aim is to search for long-term solutions having social solidarity and people as the main focus.
To this end, the main factors that threaten the sustainability of the public social security systems in the Member States of the European Union, including Greece, have been taken into consideration. The content of the dissertation is based on books and articles that focus on the way these factors contribute to the construction of the current socio-economic environment in which people work.
Research on the relevant literature has revealed the need for a common European policy to tackle the phenomenon of an ageing population, which affects all Member States and questions social solidarity, on whose principles public social insurance is founded.
The development of public social insurance is suggested as an incentive for economic growth. Adopting suitable policies to boost employment, offering motivation to remain part of the country's workforce and supporting the family and the right to human procreation are all recommendations that may contribute to its realization.
As far as the Greek social security system is concerned, it is proposed that the imminent unification of institutions and the establishment of common insurance rules for all employees should be based on the philosophy of continuous improvement, as dictated by Total Quality Management. Furthermore it should be based on social solidarity, provide quality services to the citizens and work efficiently as an integral part of the economy of the country. | el_GR |
