| dc.description.abstract | Τα τελευταία χρόνια είναι κοινά παραδεκτό παγκοσμίως η έξαρση, η ένταση και η συχνότητα εμφάνισης καταστροφών που δημιουργούνται από φυσικά, ανθρωπογενή ή τεχνολογικά αίτια. Κατά τη διάρκεια διαχείρισης τέτοιων περιστατικών, όπως δασικών πυρκαγιών, πλημμυρών, σεισμικών καταστροφών και τρομοκρατικών ενεργειών αναδεικνύεται συνεχώς η βελτίωση της ικανότητας αντιμετώπισής τους από τις αρμόδιες υπηρεσίες. Η σφοδρότητα και η πολυπλοκότητα των φαινομένων αυτών ολοένα και αυξάνεται λόγω της πολυσύνθετης μορφής των σύγχρονων κοινωνιών.
Για αυτούς ακριβώς τους λόγους αλλά και λόγω της διαπιστωμένης αδυναμίας των χωρών να αντιμετωπίσουν αποτελεσματικά τις πιο πάνω καταστροφές, που τις περισσότερες φορές οδηγούν σε κρίσεις, οι υπηρεσίες αντιμετώπισης άρχισαν να αναζητούν τρόπους προκειμένου να λαμβάνουν μέτρα πρόληψης, πρόβλεψης και διαχείρισης κρίσεων και έκτακτων φαινομένων.
Στην παρούσα διατριβή εξετάζεται μέσα από ελληνική και ξένη βιβλιογραφία η Διοίκηση Ανθρώπινου Δυναμικού και Πόρων, ορισμοί και χαρακτηριστικά της κρίσης, τύποι της κρίσης, αιτίες και ο κύκλος ζωής της κρίσης. Επίσης, γίνεται μια εκτενής αναφορά στη διαχείριση κρίσεων και στην επικοινωνιακή διαχείριση.
Παράλληλα, παρουσιάζεται το Σύστημα Διοίκησης Επεισοδίου και γίνεται μια έρευνα με πρωτογενή συλλογή πληροφοριών με σκοπό να εξεταστεί η ετοιμότητα της Πυροσβεστικής Υπηρεσίας Κύπρου.
Συμπερασματικά θα λέγαμε ότι ο βαθμός ετοιμότητας της Πυροσβεστικής Υπηρεσίας βρίσκεται σε πολύ καλά επίπεδα, πάντοτε όμως με αρκετά περιθώρια βελτίωσης της ποιοτικής διαχείρισης και συνεχούς βελτίωσης των διαδικασιών. | el_GR |

| dc.description.translatedabstract | In the recent years, it is globally admissible the upsurge, the intensity and frequency of appearance of disasters caused by natural, technological or man-made reasons. During the management of such incidents, such as forest fires, floods, seismic disasters and terrorist actions, it is continuously proven the improvement of the competent services’ capacity to cope with such incidents. The intensity and complexity of these phenomena is continually increased due to the multiplicative/complex shape of the modern societies.
For these specific reasons but also due to the proven inability of countries to effectively face the above disasters, which in the most cases lead to crisis, the competent services have begun to look for ways which will enable them to take preventive, predictive and management measures in order to cope with crisis and extraordinary phenomena.
In this thesis, based on the Greek and foreign literature, it is examined the Human Resource Management and Resources, definitions and characteristics of the crisis, types of the crisis, causes and the life cycle of the crisis. Additionally, it is offered an extensive reference both to the crisis management and communication management.
At the same time, it is presented the Incident Command System and it is carried out a research with a primary collection of information in order to examine the alertness of the Fire Service of Cyprus.
In conclusion, we may say that the degree of readiness and alertness of the Fire Service is in high levels, though with enough room for the improvement of the management quality and of the continuous process improvement. | el_GR |
