Arising from work on a Vision and Strategy Appraisal of the UKOU Library Services, and with facilitation from
EADTU, a comparative study was done of four distance teaching university library services functions in terms
of support to students and teaching staff: FernUniversität; Open Universiteit Nederland (library services
supplied by Maastricht University); Universitat Oberta de Catalunya; and Athabasca University. All participants
agreed to share conclusions with each other, with the UK Open University, and with other members of EADTU.
The workshop presented at OOFHEC 2016 will begin with brief presentations on the comparative study process
and overall conclusions. Other members of the Working Group who took part will give brief highlights of their
institutional summary reports.
The majority of time at the workshop will be used for small-group working. Precise topics will depend on
delegate types and numbers but the following are likely to be of interest:
1. Extending the comparative study to other institutions active in distance and blended learning
2. Integrating such studies with existing national/international review schemes for libraries, and how
to update such schemes to cater for “digital libraries”
3. How to ensure that that the library contributes to good results in benchmarking/review schemes at
institution level, in particular E-xcellence and OpenUpEd.

Universities worldwide offer distance education courses through a number of channels. There is a plethora of
courses offered either as part of official Programs of Study that lead to a degree or even as Vocational Training
Programs or as MOOCS. The Open University of Cyprus (OUC) is the only higher education organization in
Cyprus dedicated to distance education using an innovative eLearning Platform named eClass.
The eClass eLearning Platform is the main educational medium of the Open University of Cyprus that hosts a
number of services, courses, educational content and activities. The scope of this paper is to describe the
eLearning Platform and the offered services that are integrated under its umbrella, like the Video Lecture and
Streaming service, the Synchronous Learning service and the Plagiarism Detection service. Moreover, this
paper presents an overview of how this platform is integrated to the University’s infrastructure for user
creation and management, student enrolments and library services. We conclude by presenting metrics of the
eLearning Platform usage.

Το Ανοικτό Πανεπιστήμιο Κύπρου (ΑΠΚΥ) και η Βιβλιοθήκη, βρίσκονται αντιμέτωποι με μία πρόκληση. Σύμφωνα με τα στατιστικά χρήσης που υπάρχουν, η αξιοποίηση των υπηρεσιών της βιβλιοθήκης και κυρίως αυτά της ηλεκτρονικής βιβλιοθήκης δεν βρίσκονται στα αναμενόμενα επίπεδα. Με δεδομένη τη διαφορετικότητα της εξ αποστάσεως εκπαιδευτικής μεθοδολογίας που εφαρμόζεται στο Ανοικτό Πανεπιστήμιο Κύπρου (ΑΠΚΥ), το πανεπιστήμιο και η βιβλιοθήκη θα έπρεπε να βρουν τρόπους προσέγγισης, ενεργοποίησης και εκπαίδευσης των χρηστών στην αξιοποίηση των πηγών που είναι στη διάθεσή τους. Προτείνεται η δημιουργία Εκπαιδευτικής Πύλης Βιβλιοθήκης (Ε.Π.Β.) με στόχο την εκπαίδευση και ενημέρωση των χρηστών. Σύμφωνα με την πρότασή μας η Ε.Π.Β., θα λειτουργήσει μέσω των υφιστάμενων υποδομών των συστημάτων τηλεκπαίδευσης. Προχωρήσαμε στο σχεδιασμό της μεθόδου υλοποίησης του όλου εγχειρήματος, αγγίζοντας τα θέματα που έπρεπε να αντιμετωπιστούν με στόχο την αποτελεσματική διεκπεραίωση της μεθοδολογίας της εξ αποστάσεως εκπαίδευσης, λαμβάνοντας υπόψη όλες τις παραμέτρους αξιολόγησης του βαθμού επιτυχίας
της όλης προσπάθειας. Βασική μας επιδίωξη, στην όλη εισήγηση είναι η ενεργοποίηση των μελών της Βιβλιοθήκης και η δημιουργία «Κοινότητας Χρηστών» μέσα από την αξιοποίηση εργαλείων web 2.0.
Σοβαρή επίσης, παράμετρος στο σχεδιασμό της μεθοδολογίας, ήταν και η διασφάλιση της συμμετοχής των μελών, μέσα από την εμπλοκή της διοίκησης του Πανεπιστημίου και τη συνεργασία με την ακαδημαϊκή κοινότητα.

A growing demand for measures towards smart, sustainable and inclusive growth has stemmed from a continuous challenging of the social and economic European environment. As a result, Research and Innovation have emerged as the key factor of prosperity and sustainability. The development of a benign environment would secure the prosperity of businesses (large and small- medium) and therefore, would increase the likelihood of the sustainable growth in Europe and in member- states. The increasing importance of Research and Innovation has added a new dimension to a university’s role in society. An important component of this dimension is the interactive and collaborative relationship between academia and industry. In March 2012, the Open University of Cyprus has inaugurated a University- industry Liaison Office along with five other universities in Cyprus, supported by the European Social Fund (ESF) and the EU. This initiative aims to facilitate innovation in business and academic environment by promoting effective collaboration between the University and research, business, government and civil society entities in Cyprus. Some of the areas that would be embraced during this process are technology transfer, applied research and synergy building.
